于江苏省南通市的洋口港开发一个占地5平方公里的1000万吨炼油和100万吨乙烯工程,包括建设1000万吨炼油和100万吨乙烯,石油储备灌区、能源物流园区、输油管道和油气码头等。

1. 星霓国际集团是一家跨国、跨领域的项目引资/融资和直接投资 ,项目组织、执行和管理的专业投资公司。
2. 星霓国际集团建立了遍布世界40多个国家的庞大、固定和长期的高层合作网络,其中包括国家一级、州一级的政府要员、金融机构总部的最高层决策人员、跨国500强等跨国大公司的高层经理,一系列商会和行业协会以及许多国外知名新闻媒体。以美国为例,星霓的网络包括美国白宫经济顾问团团长(美国宏观经济总规划师);美国商贸部部长和副部长;美国北卡罗莱纳州州长、阿肯萨斯州州长以及其它主要州的州长;美国总商会及其下属3200个分会所代表的28万个企业的系统;美洲银行、美国进出口银行等金融机构总部的决策人员等。
3. 对于有意向在海外融资/引资或者需要以其它方式与海外合作的中国企业或政府,星霓国际集团通过引用其管道及客户网络,能起到“项目百货商 店”的作用,在不同的行业按照国际惯例辅助中方单位/客户完成落实其指定的引资/融资等业务 。
4. 星霓国际集团接受以下委托业务/项目:
A. 项目引资/融资;
B. 组织出国代表团、谈判团;
C. 协助建立国际友好姐妹城市;
D. 境外设备采购;
E. 开拓海外市场;
F. 城市综合经济合作;
G. 外向型投资;
H. 任何其它中方企业/政府在国际合作领域所需要委托的业务;
I.集团直接投资
5. 所有有业务的中方客户 (企业或政府) 必须先内部讨论决定是否有必要聘用专业公司辅助中方客户执行业务和业务 (如果中方客户认为自己有能力执行业务,请不必和星霓国际集团联络,以充分尊重双方的时间。)
6. 以往在中国执行引资/融资等业务的普遍做法是:有业务的中方单位 (企业或政府) 先广泛地散发大量资料,在不指定明确业务,未签署委托合同的前提下,希望对方主动地利用自己的时间、资源、人力先进行大量的联络等服务工作。星霓国际集团作为高级专业服务公司,一概不按照这种非国际标准的模式进行服务。
7. 星霓国际集团提供服务的方式是:有具体业务的中方客户 (企业或政府) 必须在与星霓国际集团进入委托合同关系后,星霓才进行具体的联络等系列服务工作。在未进入委托合同关系之前,星霓国际集团不进行任何有关推广项目的工作,同时对中方单位提供的有关项目材料不安排联络并且不进行服务,星霓可以自己投资,也可以联合投资。
8. 中方客户 (企业或政府) 聘用星霓国际集团服务的委托合同需包括以下核心内容:
A. 确定明确的委托业务;
B. 指定执行业务的不同方式:(引资/融资需客户指定所能接受的模式是一种还是多种。)例如:
a) 资金方以资金作为投资入股的模式参加项目;
b) 资金方以设备投入作为入股的模式参加项目;
c) 资金方以抵押/担保贷款,固定回报的模式参加项目;
d) 资金方以带资施工,固定回报的模式参加项目;
e) 以其它客户指定的模式参加项目;
C. 委托星霓国际集团的特定业务,必须是独家委托。
D. 中方客户必须认可星霓国际集团执行委托业务的操作过程,此过程将包含以下四个阶段:
第一阶段:准备工作(签署委托合同之后才进行细致的工作):指导并辅助中方项目单位/客户组织符合国际标准的项目包装;
o 星霓国际集团将给项目单位/客户提供所需准备数据的详细清单;
o 项目单位/客户根据星霓国际集团提供的清单准备英文数据;
o 星霓国际集团将对项目单位的数据进行润色和按照国际标准重新格式化、数据化。
第二阶段:利用星霓国际集团遍布世界的高层网络联系管道,推动海外相应企业、政府或金融机构对该项目产生兴趣,安排外方企业、政府或金融机构的书面意向;
第三阶段:安排客户与外方进行直接的谈判(第一阶段的谈判一般需安排在海外,具体情况双方协商);
第四阶段:配合和辅助中方单位/客户进行项目跟踪阶段,促成委托业务;
E. 项目单位(企业或政府)需按合同所列菜单提供项目的有关数据:
a) 资金用途明细表;(如需要购买设备,需提供详细的设备清单)
b) 资金回报的方式、周期及比例;
c) 市场分析;(包括竞争情报情况分析)
d) 还贷计划;
e) 政府批文及表明政府对项目表示支持的证明档;(如没有,星霓国际集团可利用自身网络优势帮助解决。)
f) 项目是否能进行抵押或担保:
银行担保的详细情况;
资产评估证明(分两部分:房屋、土地、道路;设备;);
F. 以上项目操作阶段所需的前期费用严格地需要委托方客户(企业或政府)来垫付,模式如下:
a) 中方政府或企业需付一定额度的前期费用(费用额度据委托合同的内容和业务/项目的总资金额度为基数而计算);
X 为专案总资金;
X *3-5% = Y, Y 为星霓国际集团项目成功的总收入;
Y *10-20% = Z,Z 为星霓国际集团接受委托业务之前期费用;
剩余费用为Y - Z,按星霓国际集团实际联系的到位资金一次结清;
b) 注:
对于资金额度较大的项目/业务,Y (项目成功的总收入)百分比可适当减低,Z (前期费用)比重也可以适当降低。
在项目额度特大的情况下,即使 Y (项目成功的总收入)、Z(前期费用) 降低后,Z 的额度仍然较大,考虑到委托方客户的风险,星霓可以接受 Z 分二到三期付款:
Z1:起动资金;(签订合同后一周内付清) 注:在签合同后一周内未付起动资金,则所签合同自动取消。
Z2:星霓国际集团提供几家外方书面明确意向书后,在出访谈判之前支付;
Z3:辅助中方单位/客户进行项目跟踪所需资金;(项目跟踪阶段)
所有委托方客户对星霓的付款事宜必须由星霓国际集团总裁书面指定操作,客户不应给星霓的任何职员、经理或代表个人付任何名义的费用。
凡首次与星霓国际集团进行项目洽谈的客人(包括会议或传真或电话形式),敬请在洽谈结束后的一周之内,就项目洽谈的回馈书面传真给星霓国际集团,详细说明贵方对洽谈情况的态度,其中包括:
? 是否有意向委托星霓国际集团执行项目;
? 是否认可星霓国际集团对所谈项目的方案;
? 对于星霓国际集团提供的委托合同草案的想法或条件;
凡有意向和星霓国际集团进行第二次洽谈的客人,必须在已经进行书面答复的前提下进行,如果没有,则须在提供书面答复后再做安排。

Steve Gergely, Ph.D., (Chinese name is: Ge Liang), has been Vice-President for Starni International Corporation for over 2 years and has worked on projects in China, Canada, USA, Middle East, and Africa. Previously Steve was an agent for Starni in China. Steve has been based in China for the last seven years and speaks Mandarin. For Starni Corporation he formed a Foreign JV Mutual Fund, a Private Equity Fund, and Corporate Funding vehicle to invest in China based Oil, gas and Petrochemical projects. Steve is also China Country Manager for Oman based Zubair Corporation (multi-billion USD company with 56 sub-divisions).
Recent projects in China for Zubair are: Finding suitable high quality 5 star hotel Furniture manufactures ($10 million usd in business per year per factory),
Aluminum downstream JV with Xingfa Aluminum in Guangzhou to invest in a 250 million usd JV factory in OmanZubair Automotive China agency (agencies with Chinese manufactures include: Great Wall, CAMC for heavy machinery, BYD Automotive, FAW, SAIC…) Steve is a director of the AME China Energy Fund JV with Financial Partners Bank and Arch Financial Products. He has found projects for the Fund to invest in including a $50 million lube oil hydrogen project in Nantong City. He is the Chief Representative for Lie Jie Colored Metal Co and is active inCommodity trade. Presently he is working on a real estate fund to invest in China"s real estate market. Born and raised in Saudi Arabia, Abdulrahman Hasan graduated with distinction from The King Fahad University of Petroleum and Minerals majoring in Management Information Systems, and finished various studies in economics, administration, foreign exchange, and project managment.
An international personality, Hasan has extensive experience as international representative of several global companies, has travelled extensively throughout the world, and has negotiated successful international contracts.
Well connected to the top leadership in Saudi and other GCC, and certain other countries, Hasan brings to Starni a wealth of know-how and influential connections, and a vast network of high level partners and associates from the GCC Region and globally, in the fileds of oil and gas & energy, finance, investments,real estate, government, and so on. Hasan targets larger business deals between GCC as well as Russia with China, where he brings in the supply side and financing, and a series of strong partners.
Vargha Taefi
Director
Vargha was born and raised in Iran and educated in the UK. He holds a Master"s degree in diplomatic studies from the University of Leicester, UK and is currently doing a PhD in politics and international studies at Warwick University, UK. Vargha is trained in international negotiation and mediation and is an expert on coercive diplomacy, signalling and asymmetric competition. He has worked substantively on foreign policy analysis, political psychology and strategic studies.
Following several years of trading between Iran and China he got involved with the topmost oil and gas community in London and the Centre for Global Energy Studies, Chatham House, and other institutions.
Vargha is fluent in English and Persian and masters Arabic literature. He has previously been assistant professor in logics, philosophy and also Arabic literature. He is currently based in Shanghai and is focusing on oil and gas and global energy, and related geo-politics.
Dennis Zhao (Chinese name 赵颖文)

Upon graduating from Wuhan University with a Bachelor’s degree in civil engineering Dennis did a Master’s degree in geotechnical engineering at the Chinese Academy of Sciences. He also holds an MBA from Chinese Renmin University and the qualification of Project Management Professional at PMI in the United States.
Prior to joining the Starni Dennis worked as the research assistant of IRSM for the Chinese Academy of Sciences, and then became the leader of geotechnical projects in Shanghai Urban Design and Research Institute (SUCDRI). He also served as the representative of SUCDRI to Shanghai Metro Line 11 Project Corporation for one year. To this day he has published six academic papers in major national journals.
Dennis has a rich experience in project management and project development and has been involved in numerous large-scale projects funded by such as National Natural Science Funds, Chinese Academy Institute Funds, World Bank’s Loaning Support Project, etc. Dennis is currently working on oil and gas, petrochemicals, private equity funds and steel pipe trading deals with oil producing countries in the Middle-East.
Ramses Rashidi

Ramses is a strong cross-cultural communicator who is adept at building up personal relationship in China, and breaking down barriers to cooperation and trade between East and West.
Ramses has lived for many years in China and traveled extensively throughout the country. He currently splits his time between Southern California and China.
He is a well-known media personality in China, fluent in Mandarin as well as his native Persian and English.
Ramses has a Bachelors degree in Business Administration from Marywood College in Scranton Pennsylvania, and in addition has studied Fine Arts at UCLA, and graduate level business courses at Pepperdine University in California.
Houtan Mostaghim
Director of Washington, D.C. Operations
Houtan is an international trade expert who has traveled extensively throughout the world and currently spearheads Starni activities in the Washington D.C. area. In his travels he has played a pivotal role in international negotiations with government and business leaders including Trade Ministries, Central Banks, Economic Development Ministries, Transport Ministries, Port Authorities, etc.
Houtan has over 20 years of involvement in all aspects of international trade: import/export, wholesale distribution, trade negotiations, international contracts negotiations, international finance, currency exchange, product sourcing, international marketing, sales management, exhibition and trade show management, and international procurement.
He is an ardent proponent of free trade and open markets and continues to dedicate his energies towards building ever stronger trade links between China and overseas markets. In recognition of his efforts, he has been appointed Senior Economic Adviser to the City of Chaohu, Anhui province.
Houtan holds a B.Sc. in Economics from American University, Washington and completed coursework for an M.A. (Economics) at George Mason University.
Dr. Barry Soltani
Dr. Soltani is an expert in private company investment banking and international finance, particularly in relation to financing deals between the USA and China. He has been an active financier dealing with China for the past ten years, and organized the Exim Bank loan to 11 cities of China for the DASIBI Air Pollution Monitoring System project of Starni.
Dr. Soltani specializes in corporate finance -- assisting firms to access capital, with financial reorganizations, cross-border capital strategies, project finance, and with the financial aspects of international deal-making - joint ventures, acquisitions and restructuring.
Previously, Dr. Soltani was CFO for Transpacific Industries Group, a foreign direct investor specializing in industrial development projects in China and Eastern Europe. Prior to that he was Vice President of Mergers and Acquisitions for ESOT Group, a Los Angeles based financial advisory firm with a focus acquisitions, divestitures and inter-generational asset transfers.
Dr. Soltani holds a Ph.D. and M.A. in economics from the University of California, Riverside.
Antonio Gonzalez Molina

Antonio is a cross cultural communications and public relations specialist, with a particular focus on facilitating trade between Spain and North Asian countries.
His early career began with a focus on bridging Japan - Spain relations, an area where he continues to apply his expertise. In recent years however he has broadened his scope of activities to help clients access the growing China marketplace. He has 25 years experience in public relations & communications in the region, with six years of consulting experience in China and Japan.
Prior to joining Starni in 1998 Antonio was Managing Director of Business Promotion between Spain & Japan for Hispajan, Co., Madrid, and Director of Public Relations & Communications for Seat, Co. (Madrid), Fujitsu, Co. (Madrid and Tokyo), and was a Teaching Professor in Jochi University, Tokyo.
Antonio holds a Ph.D. in International Sociology from the University of the Sorbonne, a Business Communications Diploma from the Mass Media Institute (Paris), a Public Relations & Journalism License from the State University of Madrid, and a Japanese Language & Culture License from the Nihon Bunka Center (Kamakura).
Antonio speaks fluent English, Spanish and Japanese.
